Even though the Bank's land-related portfolio is growing, the lack of survey modules that would elicit the information necessary to either assess the demand for land-related interventions ex ante or to provide the basis for ex post monitoring, has emerged as an increasingly serious bottleneck for in-depth analysis and policy dialogue on land issues. An additional limitation is that in virtually all LSMS surveys, the treatment of land is limited to agriculture and the rural sector. Based on the Land Policy Reforms chapter in Analyzing the Distributional Impact of Reforms, a draft module of questions and issues has been developed and will be circulated in advance of the session. The purpose of the brown-bag is to explain this survey instrument and get feedback and suggestions for additions/modifications from the large group of practitioners in the Bank who confront these issues on a daily basis.
