Think Tools Software: How to Assess Policy Scenarios

As part of our work on PSIA and the forthcoming Sourcebook on Tools for Institutional, Political and Social Analysis (TIPS), we had organized a BBL on “Think Tools Software: How to Assess Policy Scenarios”. The event was attended by staff of the Bank, IFPRI, Pan American Health Organization, and USAID.
Drawing on GTZ experience, the BBL showed how stakeholder groups, supported by the Think Tools software, can build coherent strategies with participant buy-in, and measure the impact of their implementation. Please see the presentation below. In the discussion, participants were particularly interested in how to weight different reform options that imply measures of different scales and at different policy levels; how to manage and accommodate different stakeholder interests and degrees of influence, and how to measure outcomes.
At present, there exist 3 points of contact between the Bank and GTZ in applying Think Tools, and we are exploring possibilities for further collaboration.
