Outcomes of power sector reform in ECA: the case of Armenia (March 25, 2003)
In the Soviet times the electricity sector was characterized by publicly owned, vertically integrated, and highly centralized energy infrastructure, with almost 100 percent of households having access to a reliable supply of inexpensive and highly subsidized electricity. With the collapse of the Soviet Union and the onset of transition, many governments were no longer able to finance the sector. What followed was the adoption of sometimes controversial and often politically sensitive electricity reforms in a handful of countries.
The presentation below presents the preliminary results of the analysis for Armenia along four dimensions - fiscal, efficiency, social, and environmental - and then addresses the trade-offs betwenn efficiency and equity implicit in such distributionally sensitive reforms.
