Emmanuel presented the proposed plan to evaluate the impact of delivering credit to microentrepreneurs in the Northeast region of Brazil, the poorest region of the country. The program evaluated is the CrediAmigo (CA) program of Banco do Nordeste, the largest microfinance program in Brazil. In May 2000, the World Bank provided a US$50 million loan to strengthen CrediAmigo's capacity to grow and become sustainable. The main objectives of the proposed study are to:
(i) determine the business-level and household-level impact of access to small loans by credit-constrained micro-entrepreneurs;
(ii) learn more about the type of client who joins (and who does not), the market size of microcredit, and how the program's outreach to the poor can be improved;
(iii) evaluate the targeting of the program among the poor households in the Northeast region of Brazil.
The presentation went over (i) the experimental design that has been agreed upon with CrediAmigo, and (ii) the potential benefits of this evaluation for governments, donors and other international agencies supporting microfinance initiatives .
