Honduras electricity privatization

The Government of Honduras will potentially privatize some parts of the national electricity company (ENEE) as part of its utility-sector reform. The UK’s DfID supported the Honduras PSIA which emphasized that liberalization of domestic markets is expected to benefit both small producers and consumers. However, the social implications of privatization of services are quite varied across poor households. These extend beyond the immediate effects on expenditure to other changes in household well-being, such as: time allocation; human capital; and civil security and developmental issues for communities. This potentially broad impact poses the professional challenge of developing an approach which can handle the varied processes involved. This challenge is common to many PSIA-style analyses, and the methodological lessons from the Honduras PSIA should therefore be of interest to other studies.
