Environmental Policy

Attitudes towards the environment have shifted from a "do no harm" safeguard approach to proactive approaches where the environment is viewed as a key resource for development. The Policy and Economics Team contributes to ensure that development policy-setting documents integrate the principles of environmentally sustainable development.

Mainstreaming the environment into country development programs

The Policy and Economics Team supports a better treatment of the environment in two types of strategic documents: Country Assistance Strategies (CASs) and Poverty Reduction Strategy Papers (PRSPs). Our CAS work consist in providing support to colleagues in the Regional Environment Department involved in writing CASs, and in undertaking a systematic review of the treatment of the environment in draft CASs. For more information follow the corresponding link on the left. Information on mainstreaming the environment in PRSPs can be found within the Poverty and Environment section.

Analysis for environmental policy

For the environment to be successfully mainstreamed in strategic documents such as CASs, timely diagnostic analysis both on the state of the environment and on policy and institutional issues influencing environmental outcomes is imperative. The World Bank’s Environment Department is leading an effort to develop and implement a new generation of environmental sector work, known as Country Environmental Analysis (CEA). The Policy and Economics Team contributes to this effort by piloting rapid CEAs. More information on CEA can be found within the “Analytical and Advisory Assistance” section in the main Environment website.

In addition, the Policy and Economics team is currently supporting the Regional Environmental Department for the Middle East and North Africa in helping the Islamic Republic of Iran to integrate the environmental concerns in energy and transport policies throught the analysis of current practices and potential options.

Other projects on environmental policy

The Policy and Economics Team has been working on environmental policy issues for several years. For information on the outcomes of past projects and publications, please follow the corresponding link on the left.

As part of the efforts to improve treatment of environmental issues in development policy, the Environment Department produced for the World Summit on Sustainable Development, a brief document exploring the challenges embodied in the environmental Millennium Development Goal, and the links between environmental sustainability and the rest of the Millennium Development Goals. This publication can be downloaded in the corresponding section of the policy and Economic's Team main page.
