Development Policy Lending
A new Operational Policy 8.60 on Development Policy Lending was adopted by the World Bank executive directors in August 2004. The new policy provides a uniform framework for all World Bank lending that supports policy reforms (as opposed to investment projects). In particular, it unifies the policy applying to a whole range of instruments, including sectoral adjustment loans, structural adjustment loans and povertry reduction support credits, under the heading of 'development policy' lending. The new policy deals with core issues of design, fiduciary arrangements, financing options, and dissemination and disclosure. The companion BP 8.60 lays out Bank Procedures in the implementation of development policy operations.
The Bank is developing good practice notes on environmental and natural resource aspects of the new policy, as well as a toolkit for analyzing potential effects of policy reforms on the environment and natural resources.
