Overview of the Process to Date
The Europe and North Asia (ENA) Forest Law Enforcement and Governance (FLEG) process was initiated in May 2004, when the Russian Federation announced its support for such a process and intention to host a FLEG Ministerial in 2005. Subsequently, the Bank was asked to provide technical support to the initiative and began coordinating work amongst participating governments and bilateral donor agencies. An International Steering Committee (ISC) was established in February 2005 to guide the ENA FLEG process, and in June 2005 a Preparatory Conference was held in Moscow. The ENA FLEG is expected to culminate in a Ministerial Conference in St. Petersburg in November 2005, where governments are expected to sign a Ministerial Declaration committing to take action to address illegal logging and associated forest crimes. Stakeholder engagement - including national and international NGOs and private sector entities - is central to the process and underway. A draft of the “Building Blocks” Towards the Saint Petersburg Declaration (Russian version) is under discussion in preparation of the Ministerial.
